  A few years ago I found myself at Bally's Las Vegas (now Horseshoe) and at the time being more of a video poker player than a slot player I knew that there were full pay Jacks Or Better machines at The Cromwell next door. Sadly these are no longer available there, but at the time it shocked me to see so many people playing the 7/5 Jacks Or Better at Bally's when 300 feet across Flamingo Road were 6 full pay machines that were sitting empty when I went over.  Let's delve into this issue just a bit.
